Asbestos Demolition Survey
A demolition survey is a fully intrusive refurbishment and demolition (R&D) survey covering the entire structure before any demolition work begins. Required under CAR 2012 and CDM 2015, it identifies every asbestos-containing material in the building so that licensed removal can be completed before demolition proceeds. Pro Asbestos Removal provides demolition surveys for residential and commercial clients across Surrey, London, and the South East.
Legal requirement: CAR 2012 and CDM 2015 both require a demolition survey before any demolition work on a pre-2000 building. Iida et al. (2018) found that incomplete pre-demolition surveys were a primary cause of asbestos dispersal incidents across 159 demolition sites surveyed in Japan — a pattern replicated in UK enforcement data. Starting demolition without survey data is a criminal offence.
Four Regulations That Require a Demolition Survey
A demolition survey sits at the intersection of four separate regulatory frameworks. Each imposes distinct duties on different duty holders — the building owner, the Principal Designer, the Principal Contractor, and the demolition contractor. Compliance with all four requires a single, comprehensive survey commissioned before any work begins.
Control of Asbestos Regulations 2012
Regulation 5 requires that an R&D survey is carried out before any demolition work that may disturb asbestos-containing materials. The survey must be fully intrusive and cover the entire structure.
Construction (Design & Management) Regulations 2015
The Principal Designer must ensure that pre-construction information — including asbestos survey data — is provided to all contractors before work begins. A demolition survey is the primary source of this information.
Environmental Permitting Regulations 2010
Asbestos waste from demolition is classified as hazardous waste. Correct classification requires survey data identifying the type and quantity of ACMs present. Incorrect classification carries criminal liability.
HSE Guidance Document HSG264
HSG264 sets the technical standard for demolition surveys, including the requirement to access all areas of the structure, take comprehensive samples, and produce a detailed ACM register and removal specification.

How We Work
Project Briefing & Scope
We review the demolition scope, existing building information, and any prior asbestos records. The survey is scoped to cover the entire structure, including all structural elements, external fabric, and underground services.
Building Evacuation & Access
The entire structure must be vacated before intrusive inspection begins. We coordinate access arrangements with the Principal Contractor and building owner to minimise programme impact.
Fully Intrusive Inspection
Our P402-certified surveyors access every part of the structure — roof spaces, floor voids, wall cavities, structural steelwork, underground ducts, and all external fabric. No area is excluded from the inspection scope.
Comprehensive Sampling
All suspected ACMs are identified and bulk samples taken. For demolition surveys, sampling is comprehensive rather than representative — every distinct ACM type and location is sampled to produce an accurate removal specification.
UKAS Laboratory Analysis
All samples are sent to a UKAS-accredited laboratory. Results confirm fibre type, asbestos content, and percentage composition — data required for correct hazardous waste classification under the Environmental Permitting Regulations 2010.
Survey Report & Demolition Specification
A full written report is produced with annotated floor plans, photographs, ACM locations, quantities, condition ratings, and a demolition specification for licensed asbestos removal contractors. The report forms the pre-construction information pack under CDM 2015.
Why Incomplete Surveys Cause Dispersal Incidents
Iida et al. (2018) conducted a questionnaire survey across 159 local governments responsible for demolition site inspections and found that incomplete pre-demolition surveys were a primary cause of asbestos dispersal incidents. When survey data is absent or incomplete, demolition contractors cannot identify which structural elements contain ACMs before they are disturbed. By the time fibres are released, the contamination has already spread beyond the site boundary.
Motoyama (2020) documented the same pattern in Japan's amended Air Pollution Control Law, which introduced mandatory comprehensive preliminary inspections precisely because partial surveys were consistently failing to identify ACMs in concealed structural elements. The UK HSG264 standard reflects the same lesson — demolition surveys must be fully intrusive and cover the entire structure without exception.
Common Questions
Is an asbestos demolition survey a legal requirement?
Yes. The Control of Asbestos Regulations 2012 (CAR 2012) requires that a refurbishment and demolition (R&D) survey is carried out before any demolition work on a pre-2000 building. CDM 2015 further requires that the Principal Designer provides this survey data to all contractors as part of the pre-construction information pack. Starting demolition without a survey is a criminal offence under both regulations.
What is the difference between a demolition survey and a refurbishment survey?
Both are types of R&D survey under HSG264. A demolition survey covers the entire structure to be demolished — including structural elements, foundations, and external fabric — because all areas will be disturbed. A refurbishment survey can be scoped to the specific areas of works. For full demolition, the survey must be comprehensive and fully intrusive throughout the entire building.
How long before demolition should the survey be commissioned?
The survey should be commissioned as early as possible in the project planning phase — ideally before contractor tendering. The survey report forms part of the pre-construction information required under CDM 2015 and must be available to all contractors before work begins. Iida et al. (2018) found that incomplete pre-demolition surveys were a primary cause of asbestos dispersal incidents at demolition sites.
What happens if asbestos is found during demolition without a prior survey?
If ACMs are discovered during demolition without a prior survey, work must stop immediately. The site must be secured, the HSE notified, and a licensed contractor engaged for emergency removal. This scenario typically results in significant project delays, cost overruns, potential HSE enforcement action, and personal liability for the Principal Contractor and Principal Designer.
Can a demolition survey be combined with a refurbishment survey?
Yes. Where partial refurbishment precedes full demolition, a combined R&D survey covering both phases can be commissioned as a single exercise. This avoids duplication, reduces cost, and ensures the survey data is consistent across both phases of the project.
Do I need a demolition survey for a domestic property?
The legal duty under CAR 2012 applies to all premises, domestic and non-domestic, where demolition work will disturb the fabric of a pre-2000 building. Domestic demolition contractors have a duty under CAR 2012 to ensure they are not exposed to asbestos. A demolition survey protects the contractor, the site, and the surrounding area from uncontrolled asbestos release.
