Under Regulation 4 of the Control of Asbestos Regulations 2012, the duty to manage asbestos in non-domestic premises rests with the person responsible for maintenance and repair — typically the building owner or managing agent. The obligation includes maintaining an up-to-date asbestos register and ensuring anyone who may disturb ACMs is made aware of their location and condition. Without a register, the property management company was exposed to regulatory risk and could not demonstrate compliance to the incoming tenant.
The unit was a 1970s-era light industrial building — a period and construction type that routinely contains multiple ACMs. Our surveyor identified three: AIB ceiling tiles in the office, asbestos rope seals around the boiler, and an asbestos cement flue pipe in the plant room. The flue had minor surface damage, elevating its risk score to medium and prompting a subsequent removal instruction.

Instruction & Site Access Coordination
The property management company contacted us two days before the new tenancy was due to commence. They had no existing asbestos register for the unit and their solicitors had flagged the absence of one as a risk. We attended site the following morning, having coordinated access with the building owner in advance.
Management Survey — All Accessible Areas
Our UKATA P402-qualified surveyor conducted a full management survey of all accessible areas: the ground-floor workshop, office mezzanine, plant room, loading bay, and roof void. The survey was intrusive where access permitted — ceiling tiles were lifted in the office, and the plant room was fully inspected including behind the boiler. Three ACMs were identified during the survey.

Sampling & Laboratory Analysis
Samples were taken from all three identified ACMs and submitted to our UKAS-accredited laboratory on the same day as the survey. Results were returned within 24 hours, confirming the material type and asbestos content for each ACM. The laboratory analysis underpins the risk assessment in the survey report and is a requirement for a fully compliant management survey under CAR 2012.
Survey Report, Register & Management Plan
The full written management survey report — including location plans, photographs, risk scores, and recommended actions for each ACM — was delivered to the client within 48 hours of the survey. The asbestos register listed all three ACMs with their locations, condition scores, and reinspection intervals. The management plan set out the duty holder's obligations under Regulation 4 of CAR 2012 and the recommended reinspection schedule.

Subsequent Removal of Asbestos Cement Flue
The asbestos cement flue in the plant room had received a medium risk score due to minor surface damage. The property management company instructed us to remove it as a separate project following the survey. The flue was removed under controlled conditions, with full disposal documentation issued. The AIB tiles and rope seals were placed under the management plan for annual reinspection.
